Global AI Treaty Signed by Major Powers, but Concerns Raised Over Enforceability

In this article titled ā€œUS, UK, EU sign international AI treatyā€œ from DW.com it states the Council of Europe has presented a global AI treaty that has been signed by the EU, the United States, the United Kingdom, and several other countries. This agreement is the first international legally binding treaty on the use of AI systems. The goal is to promote AI progress and innovation while managing the risks it poses to human rights, democracy, and the rule of law.

According to the Council of Europe Secretary-General, the treaty is an "open treaty with a potentially global reach," and she urged more countries to sign and ratify it. Besides the EU, US, and UK, the treaty was also signed by Andorra, Georgia, Iceland, Norway, Moldova, San Marino, and Israel. Several other countries were involved in negotiating the treaty.

However, concerns have been raised by an NGO expert, who stated that the treaty had been "watered down" into broad principles with questionable legal enforceability. The expert also noted that there were exemptions for AI systems used for national security purposes, indicating potential limitations in the treaty's scope and enforcement. Overall, this new international AI treaty aims to establish a global framework for regulating the development and use of AI technology, but there are doubts about its practical implementation and effectiveness.
